Dayton Passes Ordinance Limiting Time Dogs Can Be Chained Up
DAYTON -- Not everyone's able to fence in their yard, but you can no longer chain your dog up 24/7.
Wednesday, commissioners strengthened the leash law. The new law adopted says Dayton residents cannot keep their dogs on chains for more than two hours in a 12-hour period. If your dog is tethered on a trolley system, that limit is 12 hours.
We caught Billy Blackburn's 6-month-old puppy chained to a post in his front yard.
"These animals here they get treated real good," Blackburn explained. "If somebody go by and they ain't got no food, no water and it's hot out 80, 90 degrees yeah, that'd be wrong."
Billy says he'll start watching the clock, but he's not too concerned about the ordinance because he naturally limits the time and keeps his girls' water fresh.
Local animal activists say the new law is a decent start but not nearly strong enough.
"They could be taken off the chain and put in a pen. Or according to this ordinance, they could be in a pen for 24 hours,"Gail Downie added.
The law also states you have to be able to easily stick two fingers between the dog's collar and neck. Also, the chain can't weigh more than 1/8 of the dog's weight.
Once the grace period is over, law breakers will face a fine.
