FOLLOW UP: Moraine Home Owner Given 3 Weeks to Fix Deplorable Conditions
MORAINE -- The city of Moraine is giving a woman just a couple more weeks to get her home in adequate condition or face another citation. We first told you about this filthy home on Charlotte Mill Drive two months ago when neighbors were complaining about trash, feces, and loitering cats.
We went back out Thursday to see if the owner is working to get up to the code. Other than a couple cats looking out through the window it appears most of them are gone, but there's still quite a bit of work to do for the owner to avoid being cited again.
This summer, while Cynthia Feucht was still living there with several cats, several neighbors called the city about what they called deplorable conditions.
"I think her husband passed away her kids left and things just snowballed and got out of control for her," said said Dana Mahoney, whose mother lives next door.
"It appears there used to be some wild animals in there. We don't know if they're still in there," said Moraine zoning administrator Tony Wenzler. "It's not common, but it's not uncommon if that makes any sense. I've seen some just as bad but it ranks up there with the ones I've seen, maybe in the top 10."
Feucht pleaded guilty in court last week for failure to abide by the Property Maintenance Code, a minor misdemeanor. She now has about 3 weeks to get her home up to par, if not she'll be cited with a higher degree misdemeanor. If she continues to refuse to clean out her home, she could face up to 90 days in jail.
"I really don't want to see anybody go to jail, but I would like to see the problem solved," said one anonymous neighbor.
"If she's doing something in the next couple weeks and I see progress being made and she is continually working on it, then we will work with her. The problem is, we haven't seen any activity or seen any progress at all since she was cited back in June until her court date," said Wenzler.
Feucht removed most of the cats but she will still have to go inside the home and gut it out.
"My mom would like to sell her house and until the neighbors house is dealt with with a professional company, my mom's not going to be able to deal with her house," said Mahoney.
Since she was cited, the owner did have to pay a couple hundred dollars in court costs and fines, but the city's zoning administrator says he'd rather see her use the money to get this house up to par.
