Does Ohio Need to Revamp Funding System for Districts With Failing Levies?

HUBER HEIGHTS -- Tonight several school districts will be forced to figure out what other cuts they can make after dealing with multiple failed levies. 63 % of voters in Huber Heights voted against Tuesday nights levy and that was the 5th time the school district has failed when trying to use their levies to keep up with funding problems. Despite inflation and an increase in costs, Huber Heights School district has not been able to increase funding since 2005.

"I look at some of our neighboring schools and they have programs not only such as arts, music, but some have foreign-language at their elementary or junior high, and I get really discouraged knowing the children here deserve the same but we don't have the funding to give them the same opportunities," said Superintendent Susan Gunnell.

Huber Heights has cut $14 million in staff, busing and athletics and with failing levies, many are looking to the state for help.

"It would be easy for me to just say it's their fault and throw up my hands but I cannot do that we have to figure out what we can do with what we have," said Gunnell.

We called Dayton native Representative Fred Strahorn . He says the House is working on bills that would at the very least mandate state funds keep up with increased enrollment, but more over have the funding keeps pace with inflation. We asked if Ohio needs to increase sales or business tax to help pay for our education like some other states have done.

"We could look at a myriad of those things but it still doesn't address the formula issue," said Strahorn.

Strahorn says the bigger issue is the formula for funding. Right now the wealthier the district the less money they get, but sometimes it can get confusing when levies fail and the property tax doesn't increase with property values. But he says parents need to put more pressure on the lawmakers.

"It takes the general public forcing the issue, showing up and holding us accountable," said Strahorn. "Writing and calling and rallying. When someone calls you should be putting down education."

"I certainly know that the voters are tired; we are tired also," said Gunnell. "This levy fatigue certainly affects both of us. It takes some of our focus off of what we should be doing which is improving academics for our students."

We also reached out to the Department of Education. Their spokesperson tells us that there is no correlation in the state with the amount of money a school district receives and their test scores, that its up to the district to make successful students regardless of how much they receive from the state.
