ABC 22 Investigates OVI Issues Within Dayton Fire Department

DAYTON -- Last month, a Dayton emergency medical technician, or EMT, was charged with an OVI and Hit-Skip after a grizzly three-car crash on US 35.

When ABC 22/FOX 45 discovered he was a repeat offender, we wanted to know how many other Dayton Fire employees have been in similar trouble. We got answers.

We requested personnel records from the Dayton Fire Department, including all discipline cases in the last year.

They revealed 10 infractions, six for alcohol-related crimes: three OVIs, two Hit-Skips and one Public Intoxication.

"I've been on this job for 24 years. I don't thinks that's that much different than what I've seen," Dayton Fire Chief Jeffery Payne told ABC 22/FOX 45 on Wednesday.

Maybe not different, but certainly startling.

"We do seem to have more alcohol-related incidents this year," Gaylynn Jordan, Local 136, Dayton Firefighters Union President, said after hearing the stats.

Jordan attributes the increase to many factors, but primarily stress.

"We are taking more runs per individual, more runs per apparatus. You're working more of that 24 hours and more fires," Jordan explained. "If you haven't found a mechanism to deal with that stress then it could wear on you."

No one knows that better than 13-year Dayton Firefighter Robert Lotz.

"There have been times I've drank too much and drink in response to things that I've seen on this job," Lotz said.

He sought help.

"Discovering I had a problem that it was affecting my life and I didn't want my son to grow up without a father if something were to happen to me," Lotz explained. "I made the choice to go seek counseling."

Chief Payne says the Department does not tolerate alcohol abuse and they effectively use discipline to change behaviors.

"We take appropriate steps to correct the behavior and I don't consider it excessive. And it's consistent and if people still make the mistake they know what they're going to get," Chief  Payne said.

EMT Brandon Lee pleaded guilty Monday to a Hit-Skip charge. His second OVI charge this year was dropped.

In addition to the support system already in place, the union and the fire department are joining forces to bring an alcohol-abuse support program to Dayton.

Emergency Responders in Need is a counselor based service that helps people cope with stress in appropriate ways.
