Senate Votes in Favor of Border Security, Economic Opportunity and Immigration Modernization Act
WASHINGTON, D.C -- The U.S. Senate on Monday voted in favor of the Border Security, Economic Opportunity and Immigration Modernization Act. It passed in a 67-27 vote.
However, the fight for immigration reform will face a much tougher battle in the U.S. House.
Unlike most debates in Washington, the debate over immigration reform comes down not to Republican versus Democrat, but to House versus Senate.
Political analyst Dante Chinni says there's a simple reason for that: in the House, Republican lawmakers tend to serve districts that are older, more conservative and far less Hispanic. "While some places it's going to be seen as the party of no or a failure, the idea in some of these districts if it doesn't pass is going to be seen as a success by some of those constituents and some of those Congressmen."
In the Senate, lawmakers represent much larger areas, and view immigration reform through a national prism. Most see major consequences if it doesn't pass.
During CNN's show "State of the Union," Sen. Chuck Schumer of New York says, "I could see 1 million people on the mall in Washington, on the platform would not be the usual suspects, but the leaders of business, the leaders of the evangelical movement, the leaders of high tech, as well as most Americans pressuring the House to act."
Critics say, though, the entire process has been shaped by far too many outsiders. Roy Beck with NumbersUSA says, "This is a fig leaf. What you have got is a bunch of Republican senators that have corporate donors who want this bill for all of the extra foreign workers they are going to get."
The issue was put front and center after the 2012 election, which brought record turnout for Hispanics largely in favor of President Barack Obama.
No matter what happens in Washington, experts say the true test of a decision on immigration reform will most certainly be at the polls.
This time around, it may come down to those who make fast plays and look for immediate results confronting those who play the long game, a true sign that no matter which side you're on, the politics of reform run deep.
