Income Tax Increase Proposed in West Carrollton
WEST CARROLLTON -- The City of West Carrollton is asking voters to agree to pay more taxes.

The city placed a .25% income tax rate increase on the May ballot.

The rate now sits at two-percent, and the increase would make the city's income tax rate one of the highest in Montgomery County.

"We all have to be prepared to do something extra, our city is going bankrupt," said Berlyn Unger, who lives in West Carrollton.

The City of West Carrollton isn't going bankrupt, but needs help.

"We did lose just recently about $670,000," said Tom Reilly, Financial Director for the City of West Carrollton.

The job cuts here at Appleton caused half that loss, the other half through cuts in state funding.

"The state had some budget issues and they decided to take from the local governments so, they asked us to solve their problems bascially," said Reilly.

The money generated from the income tax pays for maintaining roads, fire and their police department, and without it, those wouldn't be possible.

"When I've needed a policeman," said Unger, "I've been able to call and somebody's been able to come. I wouldn't want to get a response that said we don't have anybody who can come right now."

After some digging we found out that Dayton's income tax rate also pays for maintaining roads, fire and police.

Their rate sits at 2-point-25-percent, and has been that way for nearly 30 years.

On the other hand, Centerville has maintained the lowest income tax rate in Montgomery County, with 1-point-75-percent.

"Centerville tries to keep it the lowest to attract the people who live here," said Ben Holmes, who works and lives in the City of Centerville.

We spoke to Centerville's City Manager, Greg Horn, and he tells us half the money they generate pays for just the police department.

We also found out, it's a challenge to keep the rate so low, and despite recent state cuts, there's no talks to raise it at this time.

And that makes those working and living here, happy.

"This is one of the best cities in Dayton to live in," said Holmes.

The increase on the income tax rate in West Carrollton would cost and extra 8-dollars for someone who makes 40-thousand-dollars a year.

The increase is a temporary one, lasting just five years.
